Consumer Regulations The Ozone Transportation Commission, to be further referred to as the OTC, has initiated VOC Regulations beginning 1/1/05 The OTC consists of twelve states: Connecticut, Delaware, Maine, Maryland, Massachusetts, New Hampshire, New Jersey, New York, Pennsylvania, Virginia, and the District of Columbia. All current indications are that these states will be following the regulations that have been set by the State of California to go into effect January 1, 2005 The cost of noncompliance is severe. Each violation is subject to a $25,000 fine. Each unit can be considered a separate violation. Fines as large as $400,000 have been reported Example Standard New York Environmental Conservation Law §§ 1-0101, 3-0301, 19-0105, 19-0301, 19-0305 § 235-3.1 Standards (a) Except as provided in Subparts 235-4 (Exemptions), 235-5...of this part, no person shall sell, supply, offer for sale, manufacture for sale in the State of New York any consumer product manufactured on or after January 1, 2005 which contains in excess of the VOC content limits specified in the Table of Standards. §235-2.1 Definitions Institutional products for industrial and institutional-Product means a consumer product that is designed for use in the maintenance or operation of an establishment that;
